Notes:
Not an RP focusing on Dresden or the novels. It is in the same universe, however.
I'm really, really bad at making up councils and laws and all that BS, so I'm taking what I know from a pre-existing series. Being in a magical universe, there does still need to be a balance there, and the series does have a very easy-to-follow set of "rules" and magical courts.
I'm not entirely sure of plot, characters, or general set-up. I mostly just want to give people an idea of what this would be like, maybe work out some characters, and talk amongst ourselves about plot and whatnot. I will also note that pretty much any mythical creature is allowed, as the series takes from pre-existing myths and legends, anyway. Being in the modern world, any sort of "normal" people and events and places are perfectly fine.
Wizard Basics:
The Seven Laws of Magic:
1: The first law prohibits the killing of humans with magic. A plea of self-defense is allowed in mitigation, though it seems to work only rarely.
2: This law prohibits the shape shifting of other beings.
3: This law prohibits the forcible violation of a mortal [human]'s mind. This includes everything from mind reading to mental rape. (this does not include telepathy)
4: This law prohibits the magical domination of another being's mind. Enthrallment is the term used in the books for this. The difference between the third and fourth law can be subtle. The fourth law forbids altering desires and emotions in ways that will change what people want, rather than what they think is true (which would be a violation of the third law to accomplish a similar result).
5: This Law prohibits both research into and the practice of necromancy, described as the summoning, binding and exploitation of the unwilling dead. The Law applies specifically to human necromancy, but the Wardens (and, by implication, the rest of the Council) still frown upon any form of the practice.
6: This law prohibits any attempt to change the past through temporal manipulation for fear of paradoxes.
7: This law prohibits wizards from researching or dealing with beings from another universe, known as Outsiders.
The Senior Council:
The Senior Council is the executive branch of the White Council. It consists of seven wizards, selected by their peers among the most senior wizards. Its chair is entitled the Merlin; traditionally regarded as the most powerful wizard in the world, though the politicking required to secure the position may suggest that factors other than raw power are equally important.
The Senior Council arrives at its decisions through majority vote, but the Merlin has proxy authority to cast the vote of any Senior Council member not present at a Senior Council meeting who has not designated a substitute; politicking at this level often turns simply on who does and does not arrive at a meeting before a vote is concluded. The Senior Council can reserve certain matters to the Senior Council only, not involving a vote of the White Council as a whole.
The Wardens:
The Wardens are the White Council's enforcers. Their primary role is to enforce the Seven Laws of Magic, and they are empowered to deliver summary judgment when confronting a violator of the Laws. This can be anything from advising new practitioners of the Laws, to delivering suspects to trial in front of the Senior Council, to simply beheading criminals in the field. During times of war, Wardens also serve as the White Council's primary military force. The two "badges" of the office of Warden are their gray cloaks (which blood cannot stain) and silver swords with the ability to break enchantments.
Vampires:
White Court:
This Court is the most human-like group of vampires. They are similar to succubi and incubi, feeding off the emotions and life force of their prey. They are born to their vampiric state, rather than being created. They are for all intents and purposes human until their vampirism manifests sometime around the age of their maturity. As with the Red Court, their first feeding (with its subsequent and almost inevitable kill) usually marks their full transformation.
Red Court:
The Red Court of Vampires are less human-like than the White Court. Instead they are slimy bat-like creatures hidden behind incredibly sensuous human costumes (made of an outer skin). The oldest and most powerful red court vampires are capable of wearing any flesh mask, and that their flesh masks can fully protect them from the sun, so that they can walk about in broad daylight.
Black Court:
The Black Court comprises the most well-known kind of vampire, the reanimated bloodthirsty corpses popularized by Bram Stoker's Dracula.
Fae:
Summer Court:
The Summer Court is the more warm and caring side, but is just as scheming as its Winter counterpart. Summer faeries typically are more nurturing of mortals, but this is not always true. They are associated with the element of fire. Their lands in the Nevernever are bright, sunny, warm, and lush with vegetation. Most of the lesser creatures of Summer are typically not malicious, but can seem so when they involve themselves in mortal affairs. It is important to note that the Summer Court is not inherently "good".
Winter Court:
The Winter Court is colder and much more merciless than its Summer counterpart. The lands of Winter resemble a tundra or frozen wasteland, with the center being Arctis Tor, a massive fortress made of black ice. Some of the lesser creatures of Winter include trolls, goblins and fetches, spirits which feed on the fear of others.
Wyldfae:
The Wyldfae are creatures of Faerie which do not belong to either Winter or Summer. Most of them do freelance work instead, capable of choosing whichever side they want in a given conflict. During full-scale conflicts, the Wyldfae feel a "calling" which drives them to choose one side or the other. If they are forced to choose sides in a war between Summer and Winter, they will align themselves with the faction most appealing to their personalities. Therefore, the nastier and more murderous aid Winter over Summer.
Little folk/Dewdrop faeries:
The Little folk (also known as dew drop faeries or polevoi) are small winged faeries that glow in various colours. They have relatively short memory spans and are quite emotional. They often observe many mortal events, considering them as entertainment, given their large numbers and ability to move around without attracting too much attention their abilities, especially in acquiring information, are greatly underestimated by most.

I wanna clear up that the 7 Laws of Magic are not rules[/b], simply laws that mortal wizards must abide by. This does not mean you can't have a villain wizard or warlock or whatever. The laws do not apply to angels, demons, fae, ghouls, ghosts, or whatever weird non-human creatures are out there.
I'm a little bit sketchy on the werewolf thing, though. They DO exist, but there is a pack that somehow weaseled out of getting into trouble. I am however, gonna go ahead and clear some stuff up about werewolves (and in turn, more than likely general shapeshifting spells, since I'm fairly certain it can be more than just wolves).
NONE of this is necessary to learn or memorize for the RP, but I figured to put it all up for reference, just in case it was brought up.
"Classic" Werewolf:
The "classic" werewolf is someone who uses magic to transform themselves into a wolf. This is not necessarily a wizard or well-trained practitioner of magic, since the transformation spell will work for anyone who learns it. The physical body is transformed, but the mind remains the same. This can be a disadvantage in the beginning because, although the person gains all the senses of a wolf, they do not have the life experience of using them. The werewolf must learn to use smell and hearing as their primary sensory input rather than sight, and learn to move and react to their environment as a four-legged creature. All this takes time, but the werewolf can eventually learn to do well in their new form. The wolf form has all the natural capabilities of an ordinary wolf; silver is not needed to kill them and they do not heal wounds any more quickly than normal wolves. This type of werewolf can reassume its human form whenever it wishes.
Hexenwolf:
A hexenwolf uses a talisman imbued with powerful magic to transform itself into a huge wolf. The hexenwolf's wolf form is much larger and more powerful than any natural wolf, possessing enhanced speed, strength, and ferocity. The only part of the hexenwolf that is unaffected by the transformation are the eyes, which remain the same color as their human form. The talisman itself may take many forms, including a ring or amulet, but most commonly appears as a belt made from a wolf pelt. The talisman engenders the transformation by providing an anchor for a spirit of bestial rage, and is activated with an incantation by the wearer. This spirit protects the human personality while in wolf form. However, the hexenwolf loses all human inhibitions and runs more on primal human desires. The hexenwolf can be wounded or killed by normal weapons and can be forced to transform back into human form if someone manages to remove their talisman. A hexenwolf may reassume human form at will, but the power that the talisman gives the user is addictive—in many cases, this addiction begins to affect the user's mind and personality in human form, much like a drug addict needing a fix. The most seriously afflicted lose all impulse control, becoming violent and sociopathic.
Loup-garou:
A Loup-garou is the closest to the monsters of legend. These werewolves have been intentionally cursed by someone, usually a very powerful sorcerer, demon lord, saint, or one of the Faerie Queens to be possessed by a wolflike demonic entity at every full moon. They become near-mindless killing machines with supernatural speed, strength and ferocity. They recover from injury almost instantly, are immune to poisons as well as any kind of sorcery that attacks the mind. They can only be killed by a weapon made from silver which has been inherited—not just purchased. The curse of the loup-garou can be hereditary if the one who placed the curse specified it as such.
Lycanthrope:
A lycanthrope is someone who is a natural channel or medium for a spirit of rage. The lycanthrope is born with this ability; it does not allow them to physically change into a wolf, but grants them a beast-like strength. When this spirit takes over, the lycanthrope becomes stronger, more aggressive, and more resistant to pain, injury and sickness. They heal wounds rapidly and tend to congregate in groups much like packs with an Alpha leader. Although harder to hurt or kill than an ordinary person, lycanthropes can be killed with ordinary weapons.
Skinwalker:
The skinwalker, also called the naagloshii, has the ability to change itself into an enhanced version of any animal (or human) and can use magic extensively. Its true form is that of a golden-furred semi-humanoid. Naagloshii gain power by hunting magical practitioners and devouring their power; most are millennia old and thus have acquired extreme power, to the extent that even powerful wizards avoid fighting them if possible. They are, however, not invulnerable.
Like I said, none of it is really necessary to memorize, unless the story deals with it or there's a character who's a shapeshifter. So many other creatures have been mentioned; angels, demons, ghouls, goblins, ghosts, zombies (and in turn, necromancers), trolls, ogres, dragons, even Greek and Norse gods. It's such an open-world setting that I can't touch upon every subject or species or set of rules, but the basics are there if there's any curiosity or questions.
Essentially, though, nearly every myth and legend are taken from actual real-world myths and cryptids and whatnot.

• Fire based magic — He can light up the room with an elegant flare from the flames within his heart. The fiery passion he has is the primary source of his heated energy. He can also create walls of flames or toss orbs of fiery death upon his enemies and selected targets.
• Explosions — Similar to his fire abilities, he can create orbs filled with explosive qualities. Depending on the amount of energy he uses, depends on how little or massive the explosions are.
• Water breathing — Not really a spell he casts. Being part merman, he can actually form a fin and gills to swim about. Though, bad thing is. He’s not that skilled at swimming.

Personality:
Jakkin is your friendly neighborhood wizard. Cheerful and witty, he tends to make everyone laugh and feel better about their situation. He’ll even make himself look like a fool or even harm himself, just to make someone crack a smile. Even with his explosive and fiery abilities, he can always find a way to make someone starstruck at his performance.
When it comes to standing up for his friends, Jakkin will be right there. Despite being scared stiff and nervous, he’ll defend them until he can no longer be of any use. He’s one determined wizard and will stop at nothing to get what he wants completed.
The downside of this happy go lucky kind of guy, is that he is a nervous-nelly. He often fumbles about and drops things he carries or messes up his spells. Spiders are his biggest fears. Seeing one, he will head for the hills and vanish from sight.
Looks:
Messy red hair with piercing green eyes. He has a pale complexion and has a rather, feminine appearance. He’s petite and wears a fancy looking mage’s robe.

• Ice Spells — Being a Snow Elf, she is rather skilled with using frigid spells. Tex can freeze her enemy using an icy breath or making the room feel rather cold. She can also cast this spell upon herself to make herself cold to the touch.
• Cold immunity — She’s an Ice Elf. She can’t really freeze herself. It’d be redundant. It’d be like, trying to burn a fire with fire.

• White Magic — Being a holy fighter, he only uses white magic as a form of spell casting. He can cast; enchanting, peace, cure and warding off spells. The undead also find him as a frightening individual due to his alliance to God and good.
• Healing — It’s pretty obvious. He can heal himself or allies. However he has to use his own internal energy as a source to this healing. If he lacks the energy, he can then surrender his own health to heal the other. By then, he will have the equivalent pain to what the selected target had.
Positives:
• Very good natured • Honest • Calm
Negatives\Weakness:
• Unable to perform evil deeds without losing his Paladin powers • Stubborn • Worries too much • Sometimes can be too serious • Can be over-protective • Refuses to trust folks of the “evil” species. Vampires, undead, demons, etc.

Gareth follows a strict code of conduct. He shall not perform any evil deeds or else he will lose his ability of being a paladin. (Let alone a warden). This being said, he is very good in nature. He will do what he can to help, as long as it does not interfere with his conduct.

Appearance: Height - 5’11’ Weight - 150lbs Eye Color - Red Hair Color - White Pointed ears and midnight-black skin giving those who look up on her the impression that she’s some incarnation of a deity, Erya’s fashion choices seem to give into that suspicion. She wears golden silks, sashes, and jewelery that almost always flutter and clink about her, as if whatever divine wind ushered her into the mortal plane gusts slightly.
Capabilities: Erya can turn all or parts of her body into sand at will. Additionally, she can control sand around her. She has become quite skilled at its uses; from simple waves and storms, to compacting the particles tightly enough to form solid walls or bludgeoning tools.
Weaknesses: The more sand Erya moves around/controls beyond her own body, the faster she tires out. Additionally, she can't turn into sand if she's wet, and getting any sand she's controlling wet will clump it and cause it to tumble to the ground as well. She needs things to be dry if she's going to move them.
Because of the highly evasive nature of Erya's powers, she usually forgets that other people can be harmed more easily than she, and is thus typically a terrible team player.
Personality/Background: When one is faced with people believing oneself to be a deity, there are usually two reactions that occur. The first is that the feeling of power over so many people goes to one’s head. Within a month they’ve had the word spread of their existence. Within a year, they have palaces and shrines built in their honor, and within a year and one day, they’re demanding virgin sacrifices.
The other reaction is complete embarrassment and a rush to assure the people that one is not a deity, usually in the face of some loon of a father thrusting his firstborn son at you as an offering.
In Erya’s case, she simply burst out laughing at the idea and caused a good deal of confusion among the people who witnessed her first public display of power by vanishing just as quickly as she appeared, only to surface several miles away at a shopping mall roughly three miles away.
She is cheerful, delights in confusing people, and seems perfectly content to let rumors about her swirl without bothering to confirm or deny them.
Where specifically she hails from, she has never said. Where and how she acquired her abilities remains as much a mystery. Some say she is the personification of Anubis himself, and others insist that Anubis himself has bluntly told them otherwise.
Name: Carrie Voorhees Alias: Mausol Race: Dhampir Status: Single (looking) Occupation: Museum security guard. Age: 20
Appearance: Height - 5’9” Weight - Unknown Eye Color - Black Hair Color - Blonde Carrie has over the years, become quite adept at blending in with humanity. She might appear human but for the fact that she cannot retract her fangs and they are always immediately visible if she grins. Because of this rather glaring element of inhumanity, she rarely smiles, does her best to avoid showing her teeth in any way, and even dresses mostly in dark blues, grays, blacks, and occasionally dark browns; any sort of unremarkable color she can find to avoid drawing attention to herself. Her blonde hair goes down to almost mid-back, though she often puts it up in what seems to be a painfully tight bun.
Capabilities: Mausol is training under her father, and thus possesses a number of vampiric capabilities. She is far stronger and faster than humans, possesses enhanced senses, is able to regenerate from a number of injuries, and can transform into mist. She is also not bound to any of the standard weaknesses of the Black Court vampires.
Weaknesses: Carrie has not manifested all of the powers of her kind. She is only able to regenerate from injuries resulting from physical attacks such as bullets or blades. She cannot rapidly recover from damage such as burns, frostbite, or lightning-related injuries. Curiously, injuries received from wooden weapons heal at a normal “human” rate as well. Finally, she must still drink blood to survive. In that vein, beings who have had even a little of their blood consumed by her merely develop an awkward sort of crush on her, rather than becoming completely enslaved.
Personality: Carrie is a bit of a cat; she enjoys toying with any sort of “acquisition”. She enjoys the hunt far more than the kill. Outside of “work”, she is an avid card player (who likes “accidentally” giving people papercuts) and something of a sports fan (recreational body-slamming).

Powers:
Glassblowing - In every literal sense. Ecros is able to produce liquid glass from his mouth, and bend it in a manner similar to waterbending. He is able to control the temperature, whether it be searing hot, somehow ice cold, or room temperature. He is also able to harden or liquify the glass at any moment.
Ecros is able to infuse glass into anything around him, save for humans, animals, anything with a beating heart. He could turn a microwave to glass, melt a tree to molten clarity with a snap of his fingers, or transform the very earth he stands on. Despite this, he is limited to a 100 foot range.
Psychokinesis - Self explanatory. Levitation, moving objects with his mind, spooky.
Ecros can easily combine his psychokinesis powers with his glassblowing, shattering glass and making essentially what could be a stream of shards or a chaotic tornado, with much inbetween.
Weaknesses:
Sometimes, just sometimes, Ecros is not good with spoken words. A pathological liar. It literally just slips out, if he doesn’t think about what he’s saying. If he does, however, he might get too absorbed in thinking about how to continue the conversation to advantage him, that sometimes secrets, possibly very important secrets, slip out. In fact, that’s how he lost his wife. You’d think he learned a lesson. Nope, not at all. Dude’s still pretty bad at talking.
Personality: Ecros, sometimes, is smooth as silk. He could easily talk someone into a coffee, a date, or a higher price for something he’s doing. Other times, he could literally choke on his words. Ecros is usually cool headed and neutral, a young persona in the body of a near 40 year old. Easy to talk to and relaxed, he’s easy to be friends with.

Powers:
Invisibility - do i seriously have to explain this
Shadowmorphing and Shadowbending - Able to meld into a shadow of any size, whether it’s one of a building or something as small as the dash of dark underneath a pin. She is able to attack from in there, too.
Able to fight with shadows. Turning them into a physical force similar to fire that strikes with furious intensity. Her power also drains the opponent of their will to fight and converts them to her will, as the fight rages on. The explanation? When the shadow attacks the body, it ravages the mind with darkness, and makes the victim lose their will.
Physicality - More of training than a power, but important to note. Kuro is proficient in close-quarters combat, able to bring a lesser foe down in less than 20 seconds, if the conditions are right. Kuro is also wildly dangerous with knives, having literal knowledge of how to kill a human in 20 ways with one. Her running speed is also extremely fast, clocking in at 27 mph.
Personality/Looks/Other: you all fuckin know kuro

Force Field - Magnus’ body is hard as a rock, and not just his muscles. Any attack coming his way is able to be deflected or absorbed due to the fact that his body is wired to deflect any attacks. Literally. Arrows will bounce right off, swords shatter as they strike. You name it, he can probably take it.
Transformation - Magnus is a “classic” werewolf, able to transform himself into a wolf at any given time, transform back at any given time, etc. You know how it works.

However, he would need a sample of DNA in order to replicate them, exactly. Anything else is simply an illusion. He can also shift into animals, when need be. ok we got kinda lost with the first iteration of this, but with inheritors being finished we can bring focus back to here. now we all know that we had originally been toying with the idea of plague mummies, but after we shut down the first Inner Demons, we kinda came to the conclusion that going full mummy would detract from the entire focus of the ID story, namely, Sutaiir and the demon army. i'm still working out the kinks of how it all ties in together with Darien but i don't doubt that i'll have it figured out along the way, especially with everyone's help.
now, Griff had the idea of the mummies to begin with, and though i liked that idea, Moe, Banshee and I decided it really did kinda obscure the whole thing that I initially had planned, so we came to a good compromise so I'm posting it here so we have a point of reference. We can still start out the way we had discussed with Museum break ins happening world wide, leading into the break in at the Philadelphia museum where we'll start everything. The cult (Filius Adventus) will be behind it, and it will be because Sutaiir is trying to beef up his army by doing rituals that bestow plague based abilities to generals of his army. Now, our gang can pop up and thwart some attempts of this so we don't have a full ten plagues to deal with, but it ties in the mummy idea with the demon army quite nicely.
This time around i think i'm gonna have Sylfaen more closely involved with the cult, but again this is something I'm going to play with as well as his relationship to Darien within the RP. These are very old characters of mine and I'm trying to puzzle how exactly this story will fit in within this universe so I'm basically figuring it out as I go. I'm always open for more suggestions and ideas.
